Left bunch with smaller bulbs are from Bulbils, right bunch is from gloves. We have also harvested our garlic from bulbils.  Some of the Ontario bulbs had 4 or so small gloves on them.  Some looked like a single bulb.  See our previous garlic from bulbils post. We got the bulbil seeds from the Scarborough Backyard last year.  We will replant these gloves again this fall to produce bigger bulbs.
